Chief Financial Officer



The Georgia Department of Revenue is seeking a highly qualified Chief Financial Officer (CFO). As a member of the executive team, this position reports directly to the Commissioner. This position manages the Budget and Finance Office and oversees the planning, preparation, and maintenance of the Department of Revenue Budget. It oversees the coordination of multiple budgetary units. It oversees overall budget performance and devises appropriate corrective action. It directly supervises senior budget management in budget development and expenditure control activities, and other related functions for the department. It assists departmental management in the development of departmental budget goals and objectives. Through subordinate staff and program budget personnel, it assumes responsibility for submission of the departmental budget to the Office of Planning and Budget (OPB) and preparation of the annual operating budget, zero-base budget, and supplemental budget requests. It directs the preparation of budget amendments and quarterly budget allotment requests for submission to OPB. It monitors expenditures through regular reports. It serves as departmental budget liaison with OPB, state legislature body, the public, and other departments. It coordinates and completes special projects on behalf of the Commissioner.

Duties and responsibilities include but are not limited to:

  • Coordinate and direct the financial planning, budgeting, bonding and procurement activities for the Department which includes, preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and/or reports required by regulatory agencies;

  • Oversee development of internal control policies, guidelines, and procedures for activities such as, budget administration, cash and credit management, and accounting;

  • Assist in the development and negotiation of contracts;

  • Assist the Commissioner in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining the cost effectiveness of prospective service delivery;

  • Oversee the management and coordination of all fiscal reporting activities for the Department including: revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of and contract/grant budgets;

  • Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits;

  • Ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes: interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines; ensuring that all government regulations and requirements are disseminated to appropriate personnel; and monitoring compliance

  • Oversee the coordination and activities of the preparation of the annual financial statements in accordance with GAAP and state and other required supplementary schedules and information;

  • Attend Office of Planning and Budget (OPB) committee meetings

  • Provide assistance with the design, implementation, and timely calculations of wage and salaries for the staff

  • Oversee business insurance plans and health care coverage analysis;

  • Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.) assuring all are in accordance with state regulations

The salary range for this position is $120,000 - $150,000\

Completion of a Bachelor’s degree in Accounting, Finance, Business Administration, Public or Governmental Administration from an accredited four-year college or university and ten years of experience at an executive or senior leadership level.

  • 7 years of experience in governmental accounting, GAAP, asset management, and payroll

Preferred Criteria:
  • Completion of a Master’s degree in Accounting, Finance, Business Administration, Public or Governmental Administration from an accredited college or university.

  • Certification as a CPA

  • Experience leading or managing a budget unit or section in a Georgia State Government Agency Budget Office

  • Experience using People Soft Financials
